Countering violent extremism: FG begins implementation of national action plan – Laka

The Federal Government has commenced efforts to localize and operationalize the Policy Framework and National Action Plan for Preventing and Countering Violent Extremism (PCVE), aiming to sustain progress in combating radicalization and violent extremism.

Speaking at the Validation Meeting on PCVE Guidelines and Strategic Communication Plan in Abuja, the National Coordinator of the National Counter Terrorism Centre (NCTC), Major General Adamu Laka, emphasized that violent extremism is not just a security issue but also a governance, development, and social cohesion challenge requiring a multi-faceted, multi-stakeholder approach.

Gen. Laka outlined the primary focus areas:

Domestication and Localization of the Policy Framework and National Action Plan (PF-NAP) for PCVE:

Integrating PCVE principles into the operational frameworks of Ministries, Departments, and Agencies (MDAs), as well as state and local governments.

Identifying gaps, challenges, and opportunities in institutionalizing PCVE efforts.

Validation of the PCVE Guidelines and Strategic Communication Plan:

Reviewing the draft PCVE Guidelines to ensure alignment with national security priorities and international best practices.

Endorsing a Strategic Communication Plan to counter extremist narratives, foster community engagement, and enhance proactive, evidence-based responses.

Gen. Laka stressed that the workshop was not just another meeting but a working session requiring active participation and expert recommendations. He reiterated that effective counterterrorism efforts depend on policy coordination, strategic synergy, and harmonization of approaches at all levels.

At the conclusion of the workshop, the expected outcomes include:
